Congresswoman cut off so MSNBC can cover Bieber

MSNBC anchor Andrea Mitchell cut off former Rep. Jane Harman (D-Calif.) on Thursday to cover "breaking" news related to the arrest of singer Justin Bieber. Harman was in the middle of talking about U.S. government spying techniques.
