City Repeatedly Tickets Man For Failing to Shovel His Sidewalk. Man Does Not Have a Sidewalk.

"I got tickets for not shoveling the sidewalk and I don't have any sidewalk."

Snow is a big deal in Massachusetts — Boston has been pounded by more than 100 inches of snow this winter, leading to parking battles and safety issues.

Amid the chaos, one New England town has raised a bizarre question: Should someone have to shovel a sidewalk they don't have?

WHDH-TV reported Monday on the story of Bob Flynn, a 70-year-old homeowner in Lynn, Massachusetts. Flynn has been ticketed repeatedly by his town for not shoveling the mountain of snow off of his sidewalk — despite the fact that there is no sidewalk on his property.

“I got tickets for not shoveling the sidewalk and I don't have any sidewalk,” Flynn said.

He was hit with a $50 ticket and a $100 ticket, the first of which he negotiated to $20 and paid, the second of which he's protesting.

At issue, the city said, is creating a safe walkway for pedestrians, and the fact that while there may not be a sidewalk there now, there used to be a sidewalk on Flynn's property.

Still, after Flynn's protests the city agreed to drop the tickets — but city officials still want to see the septuagenarian shovel a path.
