Busted: NYC officers might be promoting quotas

Confirming the suspicions of almost anyone who has ever received a ticket, the New York Times released audio today of police commanders in New York City encouraging officers to write more tickets (even suggesting numbers for different categories) and threatening "consequences" if they don't.
