An adult stopped and exited the vehicle about 30 feet ahead of the toddler.

A dashcam video captured the moment a bundled-up toddler apparently opened a door of a moving vehicle and fell face-first to the street.

The dashcam was in the trailing vehicle, which stopped just feet from the child.

An adult stopped and exited the vehicle about 30 feet ahead of the toddler, picked up the child and returned to the vehicle.
