Does Trump have statutory authority to build the wall?

On Tuesday's episode of "The Steve Deace Show," Steve Deace discussed if President Donald Trump has the legal authority to build a wall on the southern United States border using executive powers.

Josh Hammer, former clerk on the 5th Circuit Court of Appeals and now editor-at-large for The Daily Wire, joined Deace to give his expert opinion about President Trump using executive authority to build the wall. And, if he would be any better than former President Barack Obama when he used executive action to grant amnesty to immigrants who are here illegally.
