Outgoing IRS chief: I wouldn't say we 'targeted' conservatives, per se...

It's clear from the facts that conservative organizations were disproportionately targeted with IRS scrutiny in proving tax-exempt qualifications. Yet when Rep. Kevin Brady, R-Texas, asked outgoing IRS commissioner Steven Miller about who was responsible for the order to single out conservative groups, Miller took issue with the term "targeted."
“I’m going to take exception to the concept of targeting,” Miller said. “It’s a loaded term.”
